When my oldest daughter was potty training, she did excellent at home but out in public I would always put her in a pull-up because I was scared of public accidents. She always just went in the pull-up. When I stopped putting the pull-ups on & used regular panties, the accidents stopped. She considered the pull-ups to be a diaper & thought it was okay to go in them. I never once used a pull-up on my 2nd daughter & she was potty trained at 20 months. I would try letting your daughter wear big girl panties (let her pick them out herself so she's proud of them) & when she does use the potty, make a huge deal out of it (yeah, clapping, high five, etc...). It worked for me (twice). Also, does she have her own potty chair? Sometimes it's hard for little ones to poop if they're using a regular toilet because they do not have anything to push against. My oldest daughter had to use a potty chair so she could push against the floor when pooping. If you don't already have one, I'd let her pick that out too. Hope this helps. Good luck.
