What is the best method for potty training while at daycare?

My daughter wears panties whenver she is away from daycare. She uses the potty all the time (even during her birthday party she stopped playing to use the potty), uses her potty words, wears pull-ups while sleeping as she still wakes up wet most times (tried without and she was very upset she woke up wet). She attends daycare twice a week and is required to wear a pull-up, and soils her pull-up 99% of the time. Daycare will not let us try training panties at daycare, must be in pull-up until fully trained. They excuse her behaviour because of her age. This is a toddler who sings, knows colors, carrys on conversation, etc. Is it daycare or do I have too high of expectations?

Can you use cloth training pants with plastic covers? I consider her fully trained myself. Once they have hardly any accidents I think they are trained. Now it may be because of her age (you don't say how old she is) or maybe it is because she wets in the pull ups at daycare and they don't believe she is trained yet.
