Tootsie Rolls

Biscuit Dough:
1/2 cup butter
2 cups flour
1/2 tsp. salt
2 tsps. sugar
2/3-3/4 cup milk

Cut butter into dry ingredients till resembles coarse oatmeal. Add milk all at once. Mix with fork till barely holds together. Dump out and knead 10 times. Roll out about 1/2 inch thickness. Spread with butter, sprinkle with cinnamon and brown sugar. Roll up, seal ends. Cut in slices about 1 inch thick. Put on ungreased cookie sheet. Bake at 425 about 15-20 minutes.

That sound pretty interesting, but where does the tootsie rolls come in at? Or is that the cinnamon and brown sugar is what make it a tootsie roll?
