Preheat oven to 400. Lightly spray large cookie sheet. Combine ingredients for crust and pat on bottom of cookie sheet – bake for 10 minutes. For egg topping, whisk eggs and milk together. Microwave on high for 3 minutes and stir. Microwave an additional 3 minutes and then spread the cooked egg mixture evenly over the potato crust. Top with other ingredients and sprinkle with cheese. Return to oven for additional 10-15 minutes.
