Rinse and pat dry fillets. Place in a 2" deep glass dish and sprinkle with lime juice. Cover with plastic and refrigerate for 1 hour.
In skillet combine oil, butter, and garlic. Saute until light brown, remove garlic and set aside. Remove fish and pat dry, lightly dust with flour.
Warm skillet over med high heat fry fish for 2-3 minutes per side until crisp outside and just done inside. Remove to a warming dish. Reheat garlic and add 1/4 c. lime juice, cilantro, salt and pepper. Heat until cilantro just begins to wilt, pour over fillets and serve over rice with steamed veggies.
