Is NC Private School Scholarships Bill a Good Idea?

In the state of N.C., HB 1104 is being considered. This bill would provide scholarships (up to $5,000) for a low-income child (income = no more than 250% of poverty level) to receive a partial or full scholarship to send a child to a PRIVATE school. Local businesses have the opportunity to donate (up to $500,000, I think) toward such scholarships. Business owners will then be rewarded with an equal amount (equal to the donation) in tax reductions. How does this sit with you?
