I have used Photoshop Elements in the past, but I use StoryBook Creator Plus 3.0 now and it is really designed for the avid Digital Scrapper. I am a Creative Memories Consultant who is Digital Endorsed and Creative Memories is coming out with Storybook Creator 4.0. If you would like more information and free access to free digital templates and digital art as well as a free download of Storybook Creator 3.0(the intro version) then feel free to visit http://www.mycmsite.com/sites/nataliemcb... . I love to paper scrapbook, but my company Close To My Heart has a digital scrapbook software that you can log on and create and store for free then if you chose you can order the print out from them or you can pirchase the jpeg for a few dollars and have it printed where you would like. As I said I have never really ventured into the digital realm, but you have the time Studio J is free to use there is no software to buy, so its definatly worth a try. http://www.studioj.com/ I also believe there is an IPhone app also. (Not 100% sure on that since I don't have an IPhone)

I use www.PagesofaLifetime.com. That way, everything is online. I have no software to install or worry about and everything is archived. There is over 60k pieces of digital art with the Club account and about 5,000 pieces in the free basic account. I just work right in the online program and then let them print it for me. I was having a problem of my cost vs the quality of product that I wanted to have. Archival paper and ink are super expensive.. anyway.. I found it much cheaper through them.

I like to digital scrapbook and I also paperscrap with my daughter. I use Photoshop CS4. Photoshop Elements is less expensive and a lot of people seem to like that too. You may get some other responses for scrapbook specific software. In the meantime, check out the ratings on Amazon. I usually find those to be pretty helpful.
