Sherri - we've been on this rollercoaster for a couple of years now and there is no "magic" management tool -- I have noticed that (in our case) it helps to talk to them individually and together and the realization that it really comes down to them.  Consequences also seems to work - taking away privileges, mostly.  hope this helps!
