Custody and child support are two different things completely in this case.

Child support is easily established through social services IF he signed the birth certificate and is at least 18 yrs old. You may need to wait until his 18th birthday to file if he is under age.

Custody

You need not worry about custody. At this point in time he would first need to pay a lawyer to file for any rights to even see her (established visitation rights) and to gain custody would be impossible

Visitation Rights

Just because he would be paying child support it would not require that you arrange visitation with him, especially since he has moved away. You can deny him any and all attempts to travel with her.
