What Emily said is correct. Theres no need in spending a ton of money on a pair of shoes they will out grow in a month or two... My pediatrian and a pediactric orthopedist have both told me exactly what Emily said.
I buy my kids shoes from walmart, target and payless.

Pediatricians and podiatrists recommend soft soled or flexible soled shoes for early-walkers. I have a 6 year old and an 8 months old. My oldest child developed inverted flat feet from wearing the wrong kind of shoes. I did a lot of research, spoke to many doctors, and was told to invest in a very good pair of shoes for proper foot development. Some good brands are Rileyroos, Bobux, Little Soles, Skeanie, Umi - all of them have been accepted by the American, Canadian, and Australian Podiatry Association as developmentally appropriate shoes. You can find them online at www.shoesforlittlefeet.com Currently, they offer free shipping and 10% your purchase and their prices are the cheapest you can find. Let me know if you have any questions.

As long as she's already walking, any shoes that fit her feet should be fine. I usually pick up shoes for my kids at Payless or other shoe stores like that. I haven't had much luck with my kids and the shoe sizes available at Walmart, but usually Target has some, and we do a lot of second-hand stores around here...cause I can't afford to keep three kids in clothes and shoes if they're all brand new and full price. :)
