Don't know what you mean by "small children." Age 1 or 2? 3 or 4? 5 or 6?
Water play is great for all ages. Fill a large bowl or bin or baby pool with water. Toss in a bunch of random objects and let the kids play with them. See what floats, what sinks, what disintegrates, etc. I also like to give my kids measuring cups so they can see that two scoops with the 1/4 cup fills the 1/2 cup, etc.
Blocks, paints, magnetic letters and puzzles are great too. Have fun!!

For my 2 & 3 yr olds I went to the Dollar Tree and got some stuff there. I'd say my best item from there is I bought a pair of big dice. It comes with 2 for $1. They're the size of their little hands and we roll them then count the circles. We started with 1 dice. Whoever's turn would roll it, count the circles thats facing up, we'd all clap for a job well done then the next person would roll and repeat the process. They have fun "throwing" the dice and at the same time improving their counting skills. All for $1 at Dollar Tree :)
