Have you ever heard of a baby being too strong?

I took my 4 month old to her pediatrician the other day. Her Dr set her up for an appt with a neurologist. Her Dr is concerned that she's too strong for her age, how much she arches her back when rolling over, how she keeps her head turned to one side mostly, and also concerned with her rolling over at this age. I was wondering if anyone else has ever heard of this??? We're just really confused.

There was a boy in germany that has a mutated gene but he is healthy when they did the report - it was genetic from his mothers side... try not to worry to much.
