My kids all love making homemade play-doh. Ours uses koolaid to color, so it smells really good too, and lets face it, even as a mom, it's still fun to play with! LOL
here's the recipe
2 1/2 c. flour 2c. boiling water
2pkg. kool-aid 3 Tbs. vegetable oil
1/2 c. salt
mix dry ingred. then add water. Add oil, then mix with spoon until cool enough to knead. Knead until no longer sticky.
You will probably end up adding at least another cup of flour while you are kneading, to make it not sticky. This stuff keeps for a very long time if you keep it in an air tight container when not playing.

All depends on what kind of rainy day. A shower (with no lightening), let them jump in the puddles and just play as they normally would.
During days when you just can't go outside:
*Bake
*Movies
*Board Games
*Crafts
*Forts (pitch a tent!)
*Talent Show or dance party
*Scavenger Hunts
*Draw - make their own books
*Make homemade cards (birthday, thank yous, get wells etc)
*Puzzles
*Face paintings
*Plant some flowers/plants for indoor use
*Read books and act out
*Simon says, red light green light, hide & seek, etc...
*Trace each other on paper and color
*Dress up in old costumes or old clothes and take pics
*Make a time capsule
*Playdoh (make your own if you don't have any)
*Organize and donate to goodwill old toys and clothes
*Make a big old bubble bath with tons of bubbles
*Have a picnic for lunch/dinner on a quilt in the family room
*Play zoo with all the stuffed animals in the house
*Clean house - grab a rag and go
*Paint/use stencils and stamps
