He is 3 and 1/2 and it certainly is a power struggle. The real question is how to get him to stop?

Sounds pretty normal. It's a power struggle. He is just wanting to prove to you that what you say doesn't matter to him....... my daughter is 4 1/2 and she does it all the time. But she actually DOES want it, she just doesn't want to SHOW she wants it. Manipulation to change the punishment, LOL. You haven't said how old your son is, but they can be master manipulators!! It DOES drive you insane. My son (now 12) wasn't as bad, and neither were the step-kids, but our daughter is a shocker for it!

How old is your little man? I have noticed over the years that our five year old comes up with all these different sayings that are cute in the beginning, but as they get older that do get annoying sometimes because they are repeated so often. Maybe your little guy just doesn't understand yet what he is saying. You could try to explain it to him, but if he's to young he won't understand yet. So you might have to bear it for a little while longer until he understands what he is saying or just try saying "please don't say this all this time." It's probably just a faze of him repeating something that he picked up somewhere and it's just stuck with him for now. Let me know if this helps. and good luck
