while i don't believe that there is a lot you can do to help her directly, help her find something that she is good at. if she see's herself being able to do something, and being GOOD at it, it'll definitely help (been there done that lol). you can make sure she has the opportunity (ie if she loves dancing, and only has one class a week, find a way to get her to a second class, or find her the BEST voice/piano/guitar (etc) teacher in the area, encourage her to join debate/cheerleading/drama/something she's never tried)

first you have find out why she has a low self esteem? Growing up i had low self esteem because a girl at school told me everyday that i was fat. i was 5,2 and i was 100lbs. It took me getting into cheerleading and exercising to feel good about myself. ive heard my mom say that she once said that i was chubby and she thought that was why i had low self esteem. but really just need to do things that point out the good things about her. tell her shes beauty, show her shes beautful, show her shes important to the people who mean the most to her.

Find something she is really into and help her get better at it. Keep trying to get her to open up. Friends can help alot too.
