at what age is it okay to let your child play at the community park alone?!

i am asking because i live in a small complex unit where i see kids, younger than 3 out at the park by them selves. I wouldnt let my 3 year old out in the park alone...sometimes its after dinner and these kids are still outside. we had an incident where the kids wer wetting the truck and jumping in the back, where there are dangerous work tools. and no parents around! then 30 mins later momma shows up at my door asking why i yelled at her kids 2 and 3 1/2 yr olds. unattended past 7 at night.

OH NO MY BOYS ARE 7, 5, AND 2 AND I DONT EVEN PLAY IN OUR OWN BACK YARD WITH ME NOT BEING OUTSIDE THAT IS VERY WRON YOU SHOULD CALL CPS ON THAT LADY I THINK YOUR NOT SOUPOSE TO LEAVE A CHILD UNATTENDEND UNDER 12 YRS...THOSE ARE SOME BAD MOMMAS

Are you sure they area alone or maybe out with an older sibling? I let my kids play at the park by themselves around 8-10 (my girl at 8 because she was more mature and my boy at 10). Now if we had a park within a complex, they prob could of went to play ages 7-9 depending if I could see the park out my window. But 3 for sure is way to young to be playing at a park without a older sibling or parent watching them.
