BRUSHING HAIR TROUBLES?

My two yr old girl has always been good at brushing her hair now she sees her brother who is four and hate having his hair brushed have a cry about it she has decidide to cry she screems like I am killing her we try the no tangle shampoo and sprays rreading books watching tv we are lost for Ideas Its not like my son has a problem we shave his head now and we can not do that with her ... HELP I don't want her to be a little messy child?

I had problems with my daughter. Her problem was that she needed a haircut since she has never had one. I would let her get one the computer and watch Nickjr on it while I brushed her rat's nest. We finally got it cut and it's much easier to brush. I would honestly tell her if we can't brush it we will just cut it off. I'm sure it's just a phase, but I know it's hard to say something like that. Sometimes I had to hold her down while she got her hair brushed also.
