I have a 27 month old boy which I know and am told is very very smart. I use the tablet with educational apps and books as a teaching tool. He has been using it since 18 months. Recently he cannot get enough of the programs. He can recite every story and has mastered every game. But how much is too much. He's is only allowed 1 hour of tv and most of the time it baby can read.

I think it depends on what they are playing. I wouldn't consider it screen time since most age appropriate app for toddlers are teaching something. I think a well balanced schedule works out well.

My daughters 3 1/2 and 2 1/2 yrs old have the tablet each and the also have an iTouch and old iPhone because they fought over who got to play........thanks to daddy they could be on it all day if I let them..........starting this week it's only 1/2 hour a day for the iTouch/old phone because my oldest can get into YouTube and get to things she should be watching.....the only way they can use it for that 1/2 hour is if they play The game apps. I like to use their tablets when we go out in the car, instead of them terrorizing their 7 month old brother inbetween them or apts restaurants etc...

In Canada the recommendation is only 1 hour of total screen time for toddlers and preschoolers.

Tablet should be treated as screen time, just like TV, so altogether (TV and tablet ) not more than 2 h a day. I've noticed that my son (almost 3 years old) started to strain his eyes, which freaked me out. So, on the days I'm at work (3 days a week) I hide every single computer/tablet so that nobody will be tempted to let him play as much as he wants. So definitely limit it to no more than 2 hours.

The recommendation is that kids under two should not have any "screen time" including TV, computers, video games, etc. and I believe for 2-4 years old they say no more than an hour a day total. So if you combine TV time and tablet time you should probably limit it to around and hour all together.
Now having said that, my daughter is just about two and we do allow her to watch a little TV, normally it would be at most an hour a day. I also have an ipad and occasionally let her engage in activities on it but (and she is extremely smart as well) she prefers "real life" most of the time to that sort of activity so it hasn't been a concern for us at all. She would rather read an actual book, or color with crayons or play with mommy or daddy then use the ipad.
