I also found giving children a countdown on when we are were leaving somewhere.
You tell them: "We are going in 10mins, have a last play" Then tell them again at 5mins and 2 mins. It does help to prevent tantrums when all of a sudden told they have to go.

Consider as well the way you communicate; you can say "it's time to get in your car seat" or "do you want to help mommy buckle you in". Rather than say no, give her an option; "you can have yogurt or fruit, you get to choose" Right now she can't communicate the feelings she has, so by offering options of what she can do, rather than telling her what she can't do may help a lot. Ignore the tantrums, the more you beg and plead for her to stop the longer it will go. Tell her one time, "when you are done, we will be leaving, have lunch, snack, read or whatever" and then just turn away. Negative attention is still attention.

I don't agree with the spanking.
You need to find her currency. It could be her favourite toy or no TV etc. You let her know that if the tantrum continues XXXX gets taken away. If she keeps going then make sure she sees you take it away. You may even want to throw it in the bin.
Let her know that you are the boss and won't give in to the tantrums.
Yes, it's a battle of wills at this age but it does pass, only if you set the rules now!
