My 23 month old has started hitting children! How do I get her to stop?

My 23 month old daughter spends the day with me while I do child care for my parents foster children. They have a almost 4 year old girl who encourages my daughter to hit her. I stop it whenever I can, but now my daughter has started hitting another girl I watch during the week. This little girl cries when my daughter hits her. I do time out. I flick her hand and make my daughter say sorry and hug the little girl but the hitting seems to actually be getting more frequent! What do I do?! She even has started hitting this other girl at church too! Its horrifing!
