Problems with bed time and night sleep

My 3 year old son is a serious insomniac, i have a difficult time getting him to bed at night no matter what i do, then he doesnt sleep through the night. He gets up atleast once sometimes twice. He has never slept through the night. I am so frustrated an am open to any suggestions. Thanks in advance.
