Toddler behaving

I have a two year old and for her age she listens pretty well. I get down to her level and ask her calmly to do what I ask and she does! The problem im having is when we are out and about whether its the supermarket or zoo or wherever. When she gets fussy cause she wants something ill tell her no in a calm but firm voice but she contines with her bad behavior unless i threaten to take something away. But i dont want to threaten all the time. Any suggestions?

I heard that instead of just "No." we should say, "Yes, that looks really good, doesn't it? I want to eat that chocolate bar, too. But it's not on the list, so put it back, please." I've been trying it with my 2y.o. and it seems to work a lot of the time.

Explain to her before you get to where you are going in no uncertain terms that you are only going into the supermarket for x number of things and she will not be getting anything so don't bother asking. This is what I have been doing with my 3 year old and it seems to work for her, we still have the odd pout but she is learning.
