It's safest to keep them in a 5 point harness for as long as the car seat allows. Maybe have a fire department look at the car seat to ensure it's installed correctly and the straps are correct? I don't know how to post videos here, but I would suggest you go to youtube and look for "Kyle David Miller" and watch the video.

the reason i was asking is because my 3yr old pulls the chest strap down an shimmys out out. and her carseat straps are tight enough.
Do you think she'd be mature enough not to do this with a booster/carseat strap? It is much easier to get out of those or to put them on incorrectly.

You should try a high back booster. It's like a care seat, but you use the seat belt. The weight limit on the no back boosters are 30lbs-100lbs, but the age suggestion is 4. My friend put her 2-year-old in one and I just don't think it's safe for a child that young. The whole point of boosters and car seats is to elevate the child high enough so that if there was a crash they would be a little more protected. The seat that my parents have for my daughter is a forward facing car seat to high back booster. When she hits 35lbs you take the harness out and use the seat belt instead. The brand is Evenflo, but other brands make them.

I'm not sure where you live but in Ireland we can only have boosters from 15kgs up. Our laws here are very clear and very strict. It's a punishable offense not to have your children in their weight/height appropriate seats.
