We had our daughter evaluated by birth to 3 at 19 months because she regressed in language and was only saying 3-4 words. Because of her comprehension and her ability to follow directions they were not concerned but they did give us a 4 page assessment and activities to do at home to help build her spoken language.
At her 2 year check up her spoken verbal language was only around 20 words but she could sign up to 50. Her doctor gave us 3 months after her 2 year check up to get her reassessed if she wasn't combining words. By the the time that time came we couldn't get her to be quiet. If you are worried you can have him assessed for free if you are in the states, if he understands simple instructions I wouldn't be too concerned just yet.

You mean he does't say 'daddy' or 'mummy'? My son is 21 months and he has only just started properly saying words and string a few words together. Do you speak two languages at home? It's normal for boys and boys that have dual languages in the home to have delayed proper speech.
