Check with your local public school system. Many areas have preschools that begin at 3 years old and are free, regardless of your income. Some systems will require that your child be evaluated to see if they qualify based on learning needs (basically, early-start systems).

We have co-op preschools in our area. It is less expensive but you have to spend some time in the classroom being assistants each week.

Depends on where you are located. In my city there is a public pre-school program called head-start which is for low- midddle income families that is free and they have extended hours at a minimum fee for working parents. Check with your local school department.
