12 month vaccines - itchy leg

My baby girl is now 15 months old but she is suffering from what I can only determine is a side effect of her 12 month shots. For a few weeks after her shots, her legs were swollen and painful. Now they itch to the point that she draws blood almost daily. At nights sometimes she just wakes up and cries and scratches her thigh. I have talked to her pediatrician several times about this. 2 weeks ago he suggested cortizone cream to "relieve the exzema" but I KNOW there is no exzema.
The roughness on her leg are scratch marks. Also, I can still feel the injection sites deep in her leg. She is past due for her 15 month shots because I keep rescheduling due to her itchy leg. Has anyone else experienced this? How did you find relief for your baby?!

Ok, but did you TRY the cortisone cream? Cortisone cream is generally what is prescribed for allergic reactions that cause itchyness. At the very least it would give her some relief from itching.

I've never heard of a shot reaction going to the 3 month mark. Perhaps a visit to the pediatrician is in order, requesting a referral to an allergist.
