14 year will not got to school

can't get him up or dress refuses to move...any solutions please

Ditto Jodi. Talking to him about why he won't go is the first step. Is he having trouble w/ other students or w/ a teacher that can be addressed? Mental health issues that can be addressed? Etc...

Or is he just a typical teenage boy that doesn't want to go to school?

If there is a specific issue... dealing w/ that could solve the problem. If not... he needs to be made to realize that going to school is the best option... by removing every privilege he has until he gets his butt up and to school where he belongs.

Not going to school simply needs to not be an option at any point.

Have you discussed with him WHY he won't go to school? Does he seem to be displaying any other changed behaviours? Depressive behaviour? Anxiety?

Basically, he's 14. Going to school is his job. If he can't meet with his responsibilities, there need to be consequences (i.e. removal of privileges, such as the phone you are most likely paying for, which he is no longer earning by not doing HIS job). But definitely explore if there are some issues that need to be addressed too.
