He thinks it's too much work to boost a couple hundred points in SAT score

I would not be pushing SAT right now. If he wants to take it now for practice he could, but next year would more be the year for taking the SAT. He will also do better next year just in the sense some of that information is being taught to him this year. So I would not be pushing him on doing the review or the test this year. It is more of a Junior year thing and you may find a different attitude in him next year. Right now none of his friends are thinking of that. Next year they will all be talking about it. It will be a much different picture then. This year their focus is on driving. I would not hold that over him.

I am thinking about requiring him to reach certain (reachable) SAT scores before allowing him to get his driver license. What do you think?

He may have to live and learn. You can make a rule that if he does not go to the review then you will only pay for one test. If he wants to retest then he has to pay for the retest.
