17 year old son not a good listener

My son is 17 years old and his listening skills can get me very heated at times. He is in an alternative school full time, but thinks he can make his own decisions with when to go to school, and sometimes does not listen to me. If I text him to come home or see where he is, sometimes he takes forever to reply back, or he will bring a friend over on the weekends, and I wake up and there on my couch, and does not ask me first. I struggle with these few things. Other than this he does respect me as his mom, does not talk back to me, or disrespect me as a person, but disrespects my rules.

Need a few tips, please help!

In the beginning I was handling it completely wrong, I was screaming, and chasing after him, which it has improved tons since then. Now I have tried taking the phone away, turning the service off, and skip his friend time. But sometimes I am upstairs in my room or doing something, and he just takes off. The next day he will totally avoid me at all cost, and then I don't have the chance to sit down and talk about it.

I do not think threats of kicking him out is reasonable. I have kicked him out before when he was 16, and I won't do that again. I believe there are better approaches.

BTW; He is epileptic, and puts guilt on me, and I know I can't let that interfere.
