2 year old boy with no speech and no babbling?

Hi, Im not a mom but I am a preschool teacher. I teach a small class of 6 toddlers from 2-3 years. I am concerned with one of the children in my class. He is turning two years old in nine days. He has no speech at all, and no babbling. In order to communicate he grunts and points. A little back story; he is one of five children, he has three older sister, the oldest of which is five and one younger brother who is about 3 weeks old. The family is from a lower income/ low SES. I am thinking that he may have a hearing problem. I a few questions...
1. Has anyone experienced a similar situation?
2. How would I go about "testing" his hearing in class before I approach his mother about my concerns?
3. How should I approach this concern with his mother?

I would just take her aside and say to her that he is a lovely boy however you are concerned as most children his age are babbling and starting to talk. Then tell her what you think it may be and encourage her to have his hearing tested. With 5 kids they may not noticed the lack of noise that he is making and especially if the older children are talking for him.
