Don't offer other drinks. It's difficult to develop a taste for water if you're used to something more flavoured like juice.
Try offering very cold water. Chilled water often tastes better to people who don't like water much.
Offer lots of snacks that are high in water to help her get fluids from other sources - things like cucumber, watermelon, berries, etc.
