My son understands me very well and he isn't too bad at communicating, but he has trouble putting small sentences together. While talking to me in English he says, "eh eh eh...play...eh eh eh...outside...eh eh eh Jovani." He also speaks Spanish to his babysitter and when he's with his grand parents on his father's side. He understands both languages and says small words, but I feel he should be putting sentences together already.

This is normal in bi-lingual children. They are usually initially delayed, but they do catch up. My nephew is bi-lingual (English and Greek) and his speech was really difficult to understand for a long while, but it did correct itself once he was about 5 or 6. Just remember he is currently processing both languages and trying to place each one into context. Just be patient and it will pay off eventually and he will be fine.
