When mine did that, it was immediate removal from the situation. Yes, that did mean leaving a full grocery cart in an aisle, or finishing my restaurant meal either in the car or cold.
However, I will say that I only ever had to remove each of my 2 children ONE time. So, for two kids, that was two removals, and they never acted up again.
A lot of times, they'll test you to see what you'll do. But, a lot of times it can be that the situation is sensory overload, and they simply cannot figure out how to handle it. Either way, prompt removal helps. Good luck
