What time is she going to bed? Is it possible to keep her up for another hour or so? I mean if she's going to bed at 8 you might want to keep her up until 10. If she's already going to bed really late that probably won't help but just a suggestion.

My cousin used to be the same (except the opposite where he wouldn't go to sleep until extremely late). My Grandmother (who was taking care of him) would allow him to stay awake in his room quietly. He used to actually clean his room up when he was awake and went to bed once he got tired.

So maybe you could tell her she can be awake but she has to stay in her room quietly until at least 6:30 (or something like that). If she comes out just bring her back to her room and tell her she can come out at 6:30.

If she shares a room with a sibling maybe have it so she can go play in the living room or some other room where no one is and make the condition that she be very quiet. If she wakes anyone else up with her noise she has to go back to bed for half an hour until she's ready to stay quiet (or something like that).

If you can't force her to sleep, and she's not tired throughout the day without the sleep you might be better off just allowing her to be awake and moving around on the condition she stays quiet and within a certain area as not to disturb others.

What time do you usually put her down for bed at night? Does she take a nap during the day and if so, what time and for how long?

It is possible you might have to change her sleeping habits. Have you talked with a doctor about this?
