6 year old pee problems. Can you offer advice?

My daughter turned 6 in may. She has been peeing her pants lately. She does it at home, she does it at daycare. It doesnt matter where she is. She does not tell anyone that she did it, and when I pick her up from daycare, the smell of urine is STRONG.
My problem is that she is a master liar, she steals, we seem to be having a power struggle at home. She knows that what she does is wrong, but she does it anyways. She knows what could happen, and that she will be in trouble, but she does it anyways.
It has been 2 yrs in total, and I have tried everything. She has nothing in her room besides her dresser and bed(thanks pediatrician), she has missed class trips, she has had time outs....I have done everything!
I've taken her to dr, no issues there.
I have her in counseling, and even they are baffled

First off if her urine smells really strong I would get her checked for a urinary tract infection. As for the behavior has she been tested for things like adhd,odd and other learning disorders usually if a child is struggling with something they misbehave. I would talk to her teachers at school see what they are seeing, is she seeing a psychologist if so talk to them about these possibilities.

if some of the acting out behavior coincided with the wetting herself then I might look into the possiblity that she is being sexually abused. If all physical things have been ruled out it is possible that any regression is due to abuse. School, daycare? That behavior has been linked.....not all cases but it could be a possiblity.
