9 year old Mental Health

My daughter has been show in signs of progressing self harm for a few years now. It started with pulling out her hair at age 7 and now she is hitting herself in the head (sometimes it seems like she doesn't know she's doing it) and today she purposefully scratched her face to leave a mark. She is not upfront about it, I have always discovered it and after some questioning found out that she is feeling anxiety before she does these things and they make her feel better (typical self harm stuff) the mental health program where I live is awful we have one nurse who sees patients once a week and when my daughter was seeing her she was doing well but now she's on mat leave and they have not replaced her they are doing video calls with a outside nurse in lieu of face to face. That's not going to cut it with a 9 year old girl. The guidance counselor at the school is not useful, I have discussed this with her before and basically she said that as long as I'm aware of it That's good enough. I'm not of that opinions as I have mental health issues and just knowing about it but not doing anything is useless especially where (i feel) as her behaviour is escallating. Any suggestions?
