Absent father

I have a three-year-old daughter who has no idea who her father is by his choice. The last time he saw her she was nine months old and that was only because the courts made me let him see her. He has decided he does not want to pay child support so therefore he wants to terminate his rights. She has never once asked me who daddy is or where daddy is never mentions a daddy at all.
He has three children with his other ex-wife, They are her half siblings two sisters and a brother that their mother and I both agree that it would be nice if they knew each other. But my issue is how do I explain to my three-year-old daughter who these kids are and how they are related to her when she doesn't understand anything about her so called daddy?

It is unfortunate he will be missing out, and it is also unfortunate that one day his other children will be adults and realize they type of father he truly is. In the mean time she does have sisters and a brother. My youngest daughter we adopted, when she found out she had sisters she was upset with us because we held it from her. She is now 24 years old and has established a great relationship with them. I regret the time I kept from them!!!
