Has she been ill? Try putting her down in a reclined position, like in a bouncy seat or her car seat. You can even wedge blocks of wood under the legs of one end of her crib to lift her head a bit. Having gravity facilitate the saliva going down and staying down may help. I think you probably do want to have her see the doctor but it does not need to be a trip to the ER. You will get a better answer from your pediatrician anyway.
However, always trust your gut. If you think there is something really wrong, go.

Her lips are fine it's like saliva in her throat that's making her cough now and again in her sleep but they're is a noise coming from her throat as if it's sticky

How old is she? If she is lethargic or her lips are dusky then by all mean go to the hospital. Has this been going on for a while? Is it saliva, mucus or spit up? I see you list this under acid reflux, has she been diagnosed with reflux?

I'm scared to go to sleep cause my wee girl seems to be getting saliva in her throat all the time it's disturbing her sleep do i take her to hospital for this
