No. I had a baby in Special care when she was born and I was told that if I took her home without her pediatrician's approval, they could call Child Protection, because she was not feeding well enough to leave. Not that I had planned to, but that's what I was told when I asked if I had to wait for the pediatrician to arrive and sign off the day I took her home.

Basically, your baby is in nicu for a reason. It is usually really important they they are feeding properly before they go home, and the fact that your baby is not taking all of her milk means they don't believe you should take the risk taking her home. I can understand your frustration, but at this age 10ml is a LOT from memory. My daughter was born very small, and she was required to have 44ml per feed, so 10ml would have been just under 25% of her feed, which is quite significant, particularly for a baby in NICU.

Do you have the authority to take her home? Absolutely. But they also have the authority to report it to Child Services, and you could potentially find yourself removed from being the custodian of your child.
