What are the best creams one can use on a newborn with an allergic skin?

You really should be using anything on a newborn's skin.
It depends what they are allergic to first. Have you changed your washing power to a non allergenic? Have you looked at your cleaning products as well.?
There are many things that can trigger a reaction, you need to find out what it is. No cream is a cure, it helps with the irritation though.
I was born with dermatitis so I do know what I'm talking about. I have found my trigger and haven't had an outbreak for 12 years. I still have to be careful though.

nothing with perfume, in it... or addivitives something homemade or from a health store.. you dont need doc. just knowledge.. i would go online check for creams for babies with allergic reactions and they will help coconu(oil)t cream would be good, all natural from health store that stuff is amazing.
