My oldest and youngest sons both appear to have both. Since it's been less than a year for both of them to have developed tics, right now the diagnosis is "tics" lol! For one they're vocal, and for the other they're motion. They drive me absolutely freaking insane, and school has been useless for the tics but has helped a lot with the ADHD for our oldest. Our oldest is under the care of a good psychiatrist, and the youngest is under the care of a neurologist for it. Both have been through school and clinic based OT/ST/PT and there is nothing more that can be done through them to improve skills at this point, so it's a matter of finding ways to cope now.

One diet that might be easier to try than just removing dyes is the Feingold Diet http://www.feingold.org - the work is all done for you in finding safe foods, even though it's more restrictive initially.

Red dye, found in fruit snacks and other sugary sweets, yellow dyes, blue dyes, in candy. It's all on the labels.

No, but you need to get with your school and start early intervention. Then you need to get with a therapist. Maybe a doctor that specializes is those two things. Your child MAY need meds. I'm not a big pusher of meds, but sometimes they are a lifesaver.

I would also try to get a tutor if they are having problems in school. Cut out dyes, really watch this. ADHD, kids are especially sensitive to dyes. For the tourettes, behavior therapy may be something to think about. Hope this helps.
