Not only can they be unsafe (they are banned in some countries), they can actually deprive your child of motor development, and can be considered a form of early deprivation.
The following study actually found that infants that used walkers walked later than those who didn't, and they also scored lower in mental and motor development.
Basically, babies need to go through their developmental milestones before they should walk. By putting them in a walker you are essentially depriving them of these experiences as often as they should be, and trying to have them use muscles and bones that are not yet developed for this purpose.
