If your child is trying to climb out of the cot then it is safer to put them into a junior bed with bed guards. This way the bed is low to the floor so that your child can get in and out safely. I would also recommend a stairgate for the bedroom door to keep your child contained to the room.
My daughter had a cot bed and we did not need to take the rails off until she was over two because she made no effort to try and get out. I have to say she has slept better since the bars came off as she does not get her legs caught in the bars.
So really what age is up to you. If your child is happy to sleep in the cot and is not trying to escape then leave him there. If not then it is time to move on.

If you figure it out let me know; our son slept with us until he was at least 4. Me and many others just let their kids "camp out" on the floor next to the bed (a cushy chambray blanket helps). I don't like to sleep alone, do you? Why should they?

I think one of the most important aspects to consider is his safety. If he tries to get out of bed, or moves around a lot, will he fall? Also, it isn't recommended to give a baby a pillow til at least 12 months old. Otherwise it depends on the child. Do you have a bedtime routine that will help him understand that the change in location still means sleep?
