At wits end and need some advice about a toddler with developmental delays

My youngest son will be turning 3 witin 2 months...he has yet to speak or tell us that hes hungry or thirsty, let alone express the need to have his diaper changed ( potty training has been futile when communication is such an obsticle). He can repeat words we say (at his discretion) but the only time he vocalizes on his own is when he rocks back and forth making only simple vowel sounds intil he lulls himself to sleep. We have had him analyzed...he is not autistic, has no apparent genetic disorder, and the audiologist says his ears are perfect and that his cognitive skills are good...he can problem-solve (silently) and can respond quickly to questions he is asked through simple demonstration. He also has fits of rage almost every hour and I have no idea why(maybe its lack of ability to communicate?) He has been tested and reported to be at the lever of a 17 month old...noone has any answers. I would love to hear if anyone has ever heard about or raised a child under similar circumstances
