Is it ok for my babies belly button that has popped out to make a noise when I touch it?

Try simethicone or Mylicon drops for gas. If he is breastfeeding, examine your diet for lots of dairy or food that cause a lot of gas (broccoli, onions). When baby is fussy lay him on your lap with his head at your knees, move his legs like he is riding a bike and then gently tuck both knees towards his chest, this can help gas move a long. My kids responded well to laying across my, belly down. Gently pat back and rock your legs side to side, it massages baby's belly a bit as can calm them down. Good Luck, how old is baby?

Do you mean like squishy noise? If your baby went from and innie to an outie, he/she may have a hernia. Umbilical hernias usually resolve themselves but have the doctor check it out to be sure.
