He could have a cold. If he not struggling to breathe or to eat, treat the symptom to help him be comfortable. Put a cool mist humidifier in his room, prop him up a bit while he sleeps to help the phlegm drain downward. If he has a lot of stuff in his nose you can use a nasal aspirator, put a drop of saline in one nostril and gently suck out the gunk. Wait a few minutes and do the other side. If he is so lethargic that he can't eat, has a fever 101.0 or greater, is struggling to breathe, is a dusky color or super irritable take him to the doctor promptly.
