She may not be underweight depending on her birth weight. Every child is different with different parents. Are all adults the same size and weight? NO, it means not every baby is the same size and weight. If you are concerned then you should see a child health nurse/doctor or pediatrician.
A bunch of women on the internet can't tell you what is the ideal weight for you baby.

During the first few months of life, babies are growing at a rate of about 1 ½ to 2 pounds a month. By now, she should have at least doubled her birth weight. At six months, our babies growth will slow to about 1 pound a month..somehow Every child is different with different parents. I don't think it is a big issue....
