bad behaviour problems for 4yr old

It seems like my almost 4 yr old's behaviour is getting worse by the day. For the past 3 months she shouts, hits, kicks and is incredibly stubborn. Telling her not to do something doesn't seem to help. Usually I would ask her about 4 times not do do something and she would just ignore me or start screaming and hitting. The only thing that does help is putting her in a time out & that on its own would take up to an hour before she calms down. She gets into about 4 time outs a day and sometimes I feel that is too much. I would like to know if this kind of behaviour is consistent to children this age and if it will pass? I would also like to know if I should let go of some bad behaviours or keep dicipline for ALL bad behaviours. I know how to pick my fights but I'm afraid that over dicipline will make the behaviours worse.

Try a rewards chart. That way it makes it more positive rather than negative.
