Start bedtime earlier. She doesn't have to go to bed earlier if she doesn't need to, but do as much of the bedtime routine as you can before she gets super tired. Brush teeth, put on pyjamas, wash face and hands early when she still in a good frame of mind. Then have quiet activities until it's time for sleep - books, puzzles, playing quietly with stuffed animals, singing songs, listening to quiet music in her room, etc. One thing that has helped us with difficult bedtimes is having special things that only come out at bedtime - special books or soft toys for example.
