bedtime for 10 &7 yr old

While every child is different, children this age generally need 10-12 hours sleep each night.
However, having said that, I am assuming by the tone of your post that the father does not live with you and that when they visit their father they are not getting decent sleep. Unfortunately, you can't tell him what the rules should be in his house. You can certainly make suggestions, but what he does will be his choice. How often do they stay with their father?

You need to start by figuring out how much sleep each child needs, how long it takes each child to fall asleep, and whether each child will sleep until they aren't tired any more or if they're the sort of kids who always wake up at the same time no matter what.
Some kids need a lot of guidance with bedtime to make sure they get the sleep they, and other kids don't. Whatever the case, the focus should be on how much sleep the kids need and making sure they get that much rest.
If your kids will both sleep until they aren't tired any more, and if they don't have anywhere they need to be in the morning, it's not the end of the world to let them stay up. Some families don't have bedtimes, they just have a rule that you must be in your room and quiet by 8pm or 10pm or whatever. You can read in your bed or draw for as long as you want.
